Đánh giá tình hình chuyển nhượng quyền sử dụng đất tại thành phố Bà Rịa, tỉnh Bà Rịa - Vũng Tàu

Mục tiêu của nghiên cứu là đánh giá được thực trạng chuyển nhượng quyền sử dụng đất (QSDĐ) tại Thành phố Bà Rịa và đề xuất một số giải pháp nhằm nâng cao hiệu quả của công tác chuyển nhượng QSDĐ. Nghiên cứu này đã thu thập số liệu thứ cấp, phỏng vấn người sử dụng đất, cán bộ chuyên môn, cá nhân và tổ chức tham gia kinh doanh bất động sản trên địa bàn thành phố Bà Rịa. Kết quả nghiên cứu cho thấy, số lượng hồ sơ chuyển nhượng QSDĐ đã tăng mạnh trong giai đoạn 2016 - 2019, thủ tục hành chính về chuyển nhượng QSDĐ đã được cải thiện về chất lượng và thái độ phục vụ. Tuy nhiên, còn nhiều hạn chế cần khắc phục trong việc chuyển nhượng quyền sử dụng đất như: giải quyết hồ sơ chậm, cấp chứng nhận chậm, dịch vụ công chưa tốt, phải di chuyển nhiều lần để hoàn tất thủ tục, thông tin công khai còn hạn chế và mang tính hình thức, tình trạng nhũng nhiễu, quy định tài chính đất đai và hồ sơ pháp lý thửa đất phức tạp gây khó khăn cho người sử dụng đất.
